James Peroff

A senior executive and organizational leader with more than three decades of experience  building, governing, and advising organizations operating in highly regulated, international  environments. My career reflects a rare combination of deep technical expertise, executive  management capability, and public-interest regulatory responsibility.  

A Transport Canada–licensed Aircraft Maintenance Engineer and former Delegate of the  Minister of Transport Canada, I’ve held direct authority for aircraft airworthiness certification  for both domestic and international import and export operations. In this capacity, I acted on  behalf of the Canadian government to ensure compliance with national and international  aviation regulations, working closely with foreign civil aviation authorities, airlines, lessors,  and manufacturers. My regulatory work required not only technical rigor, but diplomacy,  transparency, and sound judgment across diverse legal and cultural environments. 

As founder and former Chief Executive Officer of a third-party Maintenance, Repair, and  Overhaul (MRO) organization operating under Transport Canada, FAA, and EASA  approvals. I built and led the organization for more than two decades, from inception into a  respected, multi-jurisdictional aviation services provider supporting turboprop and large  commercial aircraft fleets, including Boeing, Airbus, ATR, and Bombardier / DeHavilland  platforms. As Accountable Executive and Person Responsible for Maintenance (PRM), I was  directly responsible for organizational governance, airworthiness compliance, safety  management systems, financial oversight, and stakeholder engagement. 

Under my leadership, the company maintained strong regulatory standing while expanding  internationally, developing strategic partnerships, and supporting both commercial airlines  and government entities. I led contract negotiations with airlines, leasing companies, OEMs,  and regulatory authorities all around the world. 

In parallel with my executive responsibilities, I have maintained extensive hands-on approach  in aircraft engineering and maintenance throughout my career. Beginning in 1988, I worked  across a wide range of aircraft types and operational environments, from remote Arctic  operations to major international maintenance facilities. My experience includes line and  heavy maintenance, structural repair, avionics upgrades, accident investigation and recovery,  and aircraft modification programs. These experiences have continued to help define my  leadership approach, ensuring that policy and strategy remain aligned with practical realities  and safety outcomes. 

Leadership Style and Philosophy 

I’m known as a leader that is collaborative, grounded, and values driven. I believe effective  leadership begins with clarity of purpose and accountability, open communication, and  respect for people at every level of an organization. I strongly believe in building capable  leadership teams, empowering individuals with authority, and aligning organizational  structures with long-term mission rather than short-term outcomes. 

My leadership philosophy centers on the importance of aligning regulatory compliance with  economic sustainability and social responsibility. Recognizing that safety, public trust, and  commercial success are mutually reinforcing rather than competing objectives. This  perspective has enabled him to bridge the interests of regulators, industry participants, and  public stakeholders 

Global Perspective and Public Interest Focus 

Having lived and worked across multiple regions, I’ve gained a global perspective informed  by direct experience in international markets, regulations, and multicultural organizational  leadership. I have a clear understanding of the role that industry bodies, trade organizations,  and non-governmental institutions play in shaping policy dialogue, supporting sustainable  growth, and strengthening institutional capacity. 

More recently, I have undertaken senior advisory and country leadership roles supporting  major aviation organizations, including companies such as CAE, Fitzwalter Aviation Capital,  and many others, these roles included asset management & fleet oversight, heavy  maintenance programs, and first-of-type certification initiatives. And frequently involved collaboration with regulatory & judicial authorities such as CAAV, local and foreign law firms, manufacturers, engineering organizations, and lessors.  

I’m currently based in Ho Chi Minh City, Vietnam, and continue to engage with international  partners while contributing to regional and domestic aviation and infrastructure development  initiatives.
